I belong to the 2007 batch of the Indian Administrative Service (IAS) of the Uttar Pradesh Cadre. I hold BE in Electronics & Communication from University of Madras and have over 14 years of rich experience of public service in various positions in the Ministry of Commerce, Department of Industrial Policy & Promotions etc. I have 8 years of substantial experience in the field of Information Technology.

BRIEF PROFILE


Oct. 2013-present (excluding 3-6/2014) ,Aug. 2009-present,Lucknow, India
Lead initiatives with budget of $150M to introduce technology innovations that ease and speed G2C services, reduce corruption, and increase digital literacy state-wide. Impacts include:

  • Led e-Suvidha public-private partnership project that enabled 236 established centres to offer digital bill paying and money transfers, now averaging 600K transactions per month.
  • Spearheaded transformation of procurement to electronic tender to enhance transparency, training 8000+ officials executing $500M in purchases.
  • Facilitated establishment of electronic manufacturing clusters capable of manufacturing $1B in electronics for the domestic market and helped draft state’s Electronics Manufacturing Policy.
  • Launched state government’s first incubator and helped draft state’s IT & Start-Up Policy.
  • Represent government as Managing Director of UP Electronics Corporation Ltd., implementing $450M in projects; and as Founding Director of Lucknow’s Indian Institute of IT.

Served in this concomitant role to support the execution of the Chief Minister’s initiatives, creating dashboards and coordinating inter-departmental cooperation to improve transportation, rural and women’s welfare, digital strategy, and tourism. Impacts include:

  • Instituted a leadership award for women, empowering 400+ grassroots women leaders.
  • Conceptualized and led development of the country’s largest Twitter-based public grievances system, covering police issues for 75 districts and 300+ police stations.
Mar. 2014-Jun. 2014,Kaushambi, India
Selected in recognition of integrity and competency to administer state and national government policies and supervise law and order in this district of 1.6M during contentious election period.
Aug. 2012-Sep. 2013,Banda, India
Managed budget of $65M and administered policies of the state and national government in this very underdeveloped district of 1.8M. Headed disaster management team during the floods of 2013. Impacts include:

  • Pioneered an efficient and interactive community police system that resolved and eliminated myriad social and political tensions, communal disharmony, caste conflicts, terrorism, smuggling, and economic offences.
  • Spearheaded movement to replenish diminishing ground water stores: launched social media campaign to raise awareness, restored 1000+ water bodies, and led planting of 1M trees.
  • Built first free computer training centre for government employees & officials.
  • Augmented the rural power supply system and minimized unplanned power cuts to farmers by improving storage and inspections of electricity transformers.
Jul. 2011-Aug. 2012,Auraiya, India
Managed budget of $45M, administering policies and implementing all development works of the state and national government in this district of 1.4M, a region notorious for its banditry. Adjudicated 200+ revenue law cases and 100+ criminal law cases as Head of District’s Revenue and Criminal Courts. Ensured smooth operation of India’s largest natural gas and thermal power plants by responding immediately to all issues as they arose. Impacts include:

  • Enhanced conditions of economically weaker segments of society by building 900+ houses, training and providing jobs to 1000+ citizens, and monitoring distribution of 400+ metric tonnes of seeds and 53K+ metric tonnes of fertilizer to increase agricultural output.
  • Increased teacher and student attendance rates in school by increasing monitoring.
  • Launched Zero-Waste Plastic Industrial Park to produce hydrocarbon-based products.
Feb. 2011-Jul. 2011,Allahabad, India
Served as Chief Executive Officer of this district of 6M, executing $25M in state and national government projects. Launched and led good governance initiatives and liaised with stakeholders within and outside of government for inclusive and sustainable development.  Impacts include:

  • Launched water conservation movement, guiding farmers and villagers in harvesting rain water and replenishing 3000+ formerly depleted ground water supplies.
  • Led afforestation initiative that planted 1M saplings, and built 1900+ houses for the rural poor.
  • Provided 2900+ women with advisory and financial empowerment.
Aug. 2009- Feb. 2011,Gorakhpur, India
Administered law and order in this city of 1.5M, managing the Public Food Ration program – which served 75% of the total population, and efficiently handled all land records and land revenue. Led disaster management team during floods of 2009 and 2010. Impacts include:

  • Restored local forest dwelling rights, denied for the previous 50 years.
  • Improved quality of local government schools and boosted student attendance by implementing a role-model based experiment.
  • Initiated establishment of a film city to preserve the local dialect and create jobs.
Nov. 2003-Aug. 2007 ,Mumbai, India
Examined 600+ patent applications, helped implement paperless office standards, and helped draft intellectual property modernization initiatives.
